Human Resources
Administrative Staff in Harrisburg are responsible for Human Resources for the City of Harrisburg. The City Recorder is the HR Generalist for the City of Harrisburg. The City Administrator, as supervisor, is ultimately responsible for all hiring and disciplinary procedures. The two together make up a team that is responsible for taking care of human resource issues for all Harrisburg Employees.
We are a progressive employer, who understands that our employees are one of our most important resources. We attribute our success as an organization on our ability to recruit, hire, and maintain a positive and productive workforce.
Our Strategic Plan states our core values as a City, and those core values define how our elected officials, employees, and volunteers are expected to act. Core values that we ask our employees to follow are:
- Providing a Transparent, Open and Honest Government

- Fiscal Responsibility, by proper use and protection of our public resources.
- Personal Honesty and Integrity, by demonstrating the highest standards in our public activities that inspire confidence and trust in our community.
- Excellence, by showing that we are professional, creative, show initiative and are committed to our community.
- Teamwork, by embracing a spirit of teamwork, empowerment, cooperation, collaboration, and community. Together Everyone Accomplishes More. (TEAM).
- Diverse and Humane Organization by honoring diversity and protecting individual rights.
