Solicitation License
Current Solicitation Licenses in Harrisburg - None
The City of Harrisburg does not allow companies to solicit from door to door without first obtaining a solicitation business license. Each employee that is soliciting for your company is required to obtain their own license, which will allow them to go door to door, while staying within our guidelines for allowing solicitations. (If you try to bypass this requirement, then you are in danger of being cited as a civil infraction into municipal court, and being fined.) This law only applies to addresses within the City limits of Harrisburg. For a list of the companies and personnel who have an approved license, please see below.
How do I get a solicitation license?
- Fill out a solicitation license application, which is available on this web page, and submit it to the City of Harrisburg. Please make sure that the license is in the name of the employee who will be soliciting, who must also be the person who signs the application.
- Enclose the fee of $100, which includes your background check fee, plus a 2x2-inch current picture of yourself.
- Be sure to submit both a drivers license, and your social security number. (These are protected documents that are not shared with anyone other than the Oregon State Police.).
- The background check can take up to a month to get processed and returned to the City.
- Once the background check is completed, the holder of the license is also reviewed by the Linn County Sheriff's Office. They will be one of the signers of the solicitation license.
- The City Recorder will then approve and finalize the license.
- After all these steps have been taken, and you receive your solicitation pass from the City, you will be allowed to solicit in the City.
- You must wear your solicitors pass when you solicit in the City, and must show it if requested.
- You must abide by the solicitation laws of the City of Harrisburg
- Licenses are good for the calendar year. Renewals are billed in December.
- Licenses are required for each employee who is soliciting within the City of Harrisburg; we don't have a company solicitation license.

WHAT DO I DO IF SOMEONE COMES TO MY DOOR TRYING TO SELL ME SOMETHING?
Ask the salesperson to show their city issued license. They are supposed to be wearing it/showing it while they are actually going door to door. If they say that they have a license, then they've been told of this requirement. You are welcome to contact the city, and we can verify if that person has a license. We will contact the company in question to inform them of the City requirements. If they don't have a license, you can also call Linn County Dispatch, and notify them of someone soliciting without a license. Dispatch can be reached by calling 1-800-884-3911. A person or company continuing to solicit after being told of our requirements will be cited into Municipal Court.
As always, please watch out for your neighbors and others in your neighborhood. Make note of what a group is selling, and what kind of items they are handing out, and note a brief physical description. That can include any vehicles that they might be driving. If they are handing out materials, or have a business name mentioned on advertising materials, please make note of it. The City can contact the company to inform them of our requirements.
A City license will include the picture of the person, who they represent, and will include signatures from the Linn County Sheriffs' Office as well as the City Recorder. This verifies that they've gone through a background check, and have been compared against known suspects in our area.
