Just like any state highway in Oregon when it runs through a City, the State still owns the road, and ODOT is in charge of maintenance for the right-of-way.  In Harrisburg's case, Hwy 99E turns into 3rd St from our northern city boundary to the bridge over the Willamette.  The City is actually paid a small amount of money to street sweep the road, along with the bridge, which is technically outside the City limits. 

Harrisburg residents have seen all the pink stakes on 3rd St, and are wondering what they are there for.  ODOT is planning on improving all the the ADA ramps, and will be working on corners in Harrisburg starting later this year.  ODOT also has plenty of projects that are planned in relation to ADA Improvements.  You'll find the same thing is happening in Junction City.  We in Harrisburg appreciate that 3rd St. is in much better condition than Hwy 99 as it runs through the City of Halsey.  They are lucky to have had a full street replacement project planned for many years, that will finally come to fruition this summer. 

ODOT has held several open houses on this topic already, earlier in the year.  Please check out their website, in order to get a head notice on schedules that will throw off your commuting routines.  When construction starts, you can expect travel delays, shoulder closures and lane shifts. Work zones may be controlled by flaggers. Temporary pedestrian access routes will be available and marked through or around the work zones.
