Meeting Procedures
The Harrisburg City Council has a large Council Chamber, and as such, there is good separation of space.
Masks are not required, but are available, and may be worn if desired. The public is welcome to attend, in order to listen to the meeting, and to participate. If you would like to participate without attending the meeting, then you may do so by sending us written testimony or information prior to 5:00 on the day of the meeting. You can also contact City Staff who can relay the information verbally to the City Council. Staff can also keep a list of people who would like to comment, and can call them during the meeting in order to provide their oral testimony to the City Council. Please contact City staff if you have any questions, or if we can assist you.
There are generally two Council meetings a month, held on the second and fourth Tuesdays. The first meeting is the business meeting. The meeting consists of: a call to order and roll call; public comment; adoption of ordinances and resolutions; regular agenda; consent list; non-agenda items; and, adjournment. Anyone wishing to speak with the Council will be asked to provide your name and address for the record, and to sign-in. If the topic you are interested about is on the Council's agenda, then we ask for you to wait and share your comments when we discuss that subject.
Please be aware that all City Council and Planning Commission meetings are audio recorded. If you wish to address Council about something not on the agenda, then there will be an opportunity to address the Council for three minutes at the beginning of each meeting.
If you bring information such as pictures, or a letter to share with the Council, please bring ten copies. At least one copy of what you submit must be kept for the Council's minutes. Any and all items shared with council become part of the public record. Everyone is welcome to attend council meetings, and we encourage you to be involved and know what is going on in your city!
Most of the issues heard by Council have either been considered in a council work session. If you would like to have an issue placed on the Council's agenda, please contact city administration. We need information a minimum of one week prior to a City Council meeting to include in the Council's packet.
The second Council meeting each month is a work session. This meeting is an informal way for the Council to learn and gather information about current topics, and receive training. The Council does not handle regular business at these meetings. The public is welcome to attend any public meetings the Council holds.
Agenda summaries are always posted on the bulletin board outside of city hall, and are available on the website approximately 4 to 7 days prior to a meeting. The full Council packets, including staff reports, are now available on the website. Minutes are typically available within a month, and are posted online when they are approved.
