Water & Sewer Utility Rates
The City of Harrisburg provides water and sewer utility services to the citizens of Harrisburg. The utility bill is a combination of water, sewer and storm drain charges. Below are the 2023/24 fiscal year rates for residential utility services. For further explanation, please see the summary of residential utility charges below.
Monthly Utility Fees
Water: Base Charge: $22.16
*Plus Per Unit: $1.81 * A unit is equal to 748 gallons of metered water.
Sewer: Minimum Charge: $22.03
Sewer Use Fee Per Unit: $7.99
Storm: Base Charge: $3.74
Residential customers shall be billed for sewer based upon the amount of water used during the winter months of November through April. During the months of May through October residential customers shall be billed based upon the lesser of (1) the amount of water used during the month, or (2) their wintertime average. Residential customers without a six month wintertime average shall be billed based upon the less of (1) the amount of water used during the month, or (2) a wintertime average based upon the length of time the customer has been at the residence if it is less than six months but not less than two months, or (3) based upon a presumed water usage of 2.81 EUU's per household resident who is at least six years old.
Utility bills are mailed out at the end of every month and are due on the 20th. If your account becomes past due, payment must be received by the 10th of the following month to avoid a late notice and the accompanying tag fee. There is a $20.00 fee when a late notice is issued (either mailed or by door hanger). If payment is not received or arrangements are not made, water service will be shut off as per date and time listed on late notice. In the event service is disconnected, an additional $50.00 in fees will be assessed against the property address. Before service will be restored, the total past due amount, including fees, must be paid in full to the City.
You can avoid late fees by contacting City Hall before the 10th, when the late notices are created and mailed out. In many instances we are able to work with you to get utility balances caught up. Utility staff can be reached at 541-995-6655.
