Residential Building Permit Application
If you are not a contractor/builder, or developer, and are building your own home, then you may use the residential building permit application form that can be downloaded by clicking on the link at the bottom of this webpage. The form may be filled out electronically or printed and completed by hand. Please include three (3) sets of documents and plans along with one (1) copy of the building permit application. Generally, all structural, plumbing, electrical and mechanical permits are submitted via the States ePermitting system, Accela. Homeowners can also use this system.
New Homes: If you are submitting a permit for a new home, then you must also submit a $300 deposit which applies to your plan review fees. Development fees such as connection charges, utility deposit, and SDC's are due and payable when you pick up your building permit, in addition to your building permit fees. Residential Building permits that do not have approval from the Harrisburg Fire/Rescue District (see directly below) will not be accepted.
Access & Water Supply Worksheet: Please note that the residential building permit includes an Access & Water Supply Worksheet. If you are building a new home, or have a substantial remodel, you are required to fill out this section of the permit, and obtain approval from a fire official, before submission of your residential building permit is allowed. You can upload this with your site plan to the Accela system.
Residential Remodels/Home Additions: This same permit is used for any alterations to a residential home. Please use the checklist to determine what materials to submit with your application.
Manufactured Homes: Manufactured homes, whether located in a manufactured home park or on a lot in a subdivision, require a different form. Please see the menu on the left of this webpage for the Manufactured Home Placement Permit application form. There will be additional questions that will need to be answered by the applicant with a manufactured home application.
Landscaping: All new construction requires landscaping, according to the requirements of HMC 18.75.030. The amount of landscaping required is shown in the development code, at HMC 18.45. All new landscaping requires irrigation, which must be used until plants are established. We encourage contractors to use water-wise/xeriscape plants that are Oregon natives, and that work in our climate. The Landscaping Plan must be included with any building permit.
